The installation consists of: a system for creating and stabilizing air flow; a control and measurement system; a desktop.
The flow rate creation and stabilization system consists of a vacuum pump, a receiver, a mechanical filter, a discharge regulator relay, a block of critical nozzles, a block of electropneumatic valves (EPC), air ducts and is designed to create and maintain calibration flow rates.
The control and measurement system consists of pressure, temperature and humidity measuring sensors, a line switching unit (UAV), an automation unit for collecting environmental parameters (BIPS), a unit for measuring the number of pulses and frequency (BEACH), combined under the control of a personal computer (PC) with specialized software (software).

The stationary OCTOPUS calibration unit is designed for calibration and verification of meters, flow meters, flow meters and water flow converters of various types by direct comparison with reference flow converters and/or static volumetric and/or weight methods. It is used to equip testing laboratories of metrological verification centers.

The design of the installation provides:
- visual monitoring of the condition of flowing water using a special, transparent section of the pipeline;
- the use of a hydraulic compensator installed before the measuring channel in order to reduce pressure pulsation (flow rate);
- alignment of the verified SI on straight sections;
- air traps that allow you to visually monitor the absence of air in the measuring area (as well as in front of and behind it) during verification;
- providing pressure values in the measuring section, at which the possibility of cavitation effect and the release of air from the water during verification is excluded;
- visible breaks (in the presence of parallel measuring channels) to control possible leaks through parallel channels during the verification of the SI and the reference system;
- visual monitoring of pressure (pressure pulsation) using pressure gauges;
- galvanic "isolation" of measuring electrical circuits;
- visualization of the readings of the values of the measured values and the results of the conversion of these values to the required values during verification;
The installation design excludes:
- use of devices with spontaneous change of hydraulic resistance in pipelines;
- use of devices capable of causing cavitation effects and flow disturbances;
- possibility of occurrence of hydraulic shocks during SI verification;
- the presence of pipeline connections between the circulating tank and the measuring section (including the measuring section) with a water pressure less than atmospheric.
